It’s difficult to respond to something that might happen. But presidential administrations and the entire American endeavor will be judged by history not just on the threat of jihadi terrorism, but on our government’s response to all the dangers that have accompanied globalization. Dangerous food (or pet food) ingredients, the unwarranted spread of bioengineered crop strains, hazardous dust clouds in the atmosphere, unknown microbes from around the world, and coordinated computer hacking attacks are challenges we face now or may face one day. Protecting against this broader range of threats – both with specific actions, and with attitudinal changes that must pervade government’s activities – is the real mission for homeland security in the new millennium. How is government handling this mission? How is it preparing so that all of us can be prepared?
