The Senate is considering cuts to the budget of the Millenium Challenge Corporation, the Bush Administration-created agency that pledges aid to developing countries if they ensure conditions for good governance and transparency. Critics argue that the corporation has been slow to expend its budget, while others say it has taken time for target countries, like Burkina-Faso, to develop their legal and accounting infrastructure to the agency’s standards.
