Baby Steps Toward a Carbon Cap

The Washington Post’s Juliet Eilperin says that the Obama administration wants to propose a near-term greenhouse gas emissions limit prior to the upcoming United Nations climate change talks in Copenhagen. But it’s not clear what this means: it sounds like the White House will announce a target but not necessarily get the Environmental Protection Agency to enforce it. That said, the announcement at least seems important: The White House is trying to assert itself on the existential issue of global warming, instead of waiting for the Senate to agree on a bill.
