			<content:encoded><![CDATA[<p>Democratic members of California&#8217;s state legislature will spend much of the week trying to put legs on  health insurance reform as debate begins on a score of bills that would create a health insurance exchange, eliminate exclusions for pre-existing conditions and establish a state commission to regulate premium hikes.  Meanwhile, members of the legislature&#8217;s Republican caucus may look to cut off reform at the knees.<span id="more-8632"></span></p>
<p>The moves &#8212; all in response to the Obama administration&#8217;s health care initiative passed in April &#8212; have national implications. According to the AP&#8217;s Cathy Bussewitz, California&#8217;s size could make<a href="http://understandinggov.org/wp-content/plugins/feed-statistics.php?url=aHR0cDovL3d3dy5pbnNpZGViYXlhcmVhLmNvbS9vYWtsYW5kdHJpYnVuZS9sb2NhbG5ld3MvY2lfMTUxOTU0NTM/c291cmNlPXJzcw=="> its implementation of the new law a model for other states</a>.  The state has 8.2 million uninsured residents, nearly equivalent to the population of New Jersey. The number has ballooned in recent years as Californians lost jobs and health insurance due to the recession.</p>
<p>Reform-minded lawmakers are nearing a deadline to move bills out for a vote. At the same time, many California Republicans are urging a slower approach, citing an effort by party colleagues in Congress who are <a href="http://understandinggov.org/wp-content/plugins/feed-statistics.php?url=aHR0cDovL3RoZWhpbGwuY29tL2hvbWVuZXdzL2hvdXNlLzEwMDM2OS1nb3AtbW92ZXMtdG8tcmVwZWFsLWhlYWx0aGNhcmUtbGF3">trying to repeal and replace the newly enacted federal health reform plan</a>, according to reporting by <em>The Hill</em>&#8216;s Molly Hooper.</p>
<p>GOP lawmakers in California are warning that a proposed health insurance exchange, where the uninsured could comparison shop for policies, will raise prices rather than lower them.</p>
<p>To prevent higher prices, which have marred Massachusetts&#8217; exchange effort (on which California is basing its program), a state Assemblyman introduced legislation that would establish state oversight of premium and copay rate increases.</p>
<p>Federal money would be used to set up and run the exchange. Governor Arnold Schwarzenegger, one of the few Republicans to support health reform wants to have enabling legislation enacted before he is termed out of office in January.</p>

The plan sounds pretty good if you&#8217;re a cop, firefighter or one of the four percent of American households that can&#8217;t access high-speed internet.</p>
<p>But the plan sounds really good if you&#8217;re Verizon or AT&amp;T &#8212; the FCC proposal makes no assertions that the telecommunications giants have to share their broadband lines. FCC says they&#8217;re reviewing the &#8220;state of competition&#8221; in broadband. But it might be easier to have Verizon and AT&amp;T make concessions now when billions of federal money is on the line.</p>
