Natural foods co-op gets a raw deal

Acting in concert with federal officials, authorities in Los Angeles raided a local natural foods buyers co-op and arrested three people for distributing raw milk and dairy products, reports Ian Lovett of The New York Times and Stuart Pfeifer and P.J. Huffstutter in the Los Angeles Times. Authorities also seized $70,000 worth of inventory from the Venice co-op, Rawsome, on the grounds that the shop was selling unsafe and unlicensed products to consumers and doing so without a business license. Operators of the co-op maintain that the products in question weren’t being sold to unknowing consumers, but distributed to members of a buyers’ club who specifically sought out unadulterated foods and were well aware of the risks. Because the operation wasn’t open to non-members and was run by volunteers, its trustees claim they aren’t required to have a business license. (more…)

High-speed regional trains zoom into California

Several new trains capable of considerably higher speed should begin plying the rails in California in about four years time, thanks to an infusion of federal cash, reports Tim Sheehan of The Fresno Bee.

California received 68 million dollars from the federal government to buy 15 new American passenger cars and four new U.S.-made locomotives for the state’s three regional rail routes. The funding is a portion of the $336 million worth of Recovery Act funding — economic stimulus money — awarded as federal matching funds to California and outright grants to Illinois, Iowa, Michigan, and Missouri. Raptor deaths dirty California’s cleanest energy source

Federal wildlife conservation officials have launched an inquest into the deaths of protected birds at a California wind farm, Louis Sahagun of the Los Angeles Times reports, highlighting a potentially crippling drawback of one of the world’s cleanest power sources.

A total of seven golden eagles are believed to have been killed over the course of two years after colliding with one of 90 windmills at the Pine Tree windmill site. The windmills, operated by the Los Angeles Department of Water and Power in the Tehachapi Mountains went on-line in 2009 and are spread out among 8,000 acres, generating 120 megawatts of electricity. Meanwhile, progress in cutting auto pollution

In the midst of the ruckus over the debt ceiling, Barack Obama announced strong new fuel efficiency standards for automobiles. This is something of a “man bites dog” story at a time of major cuts for the Environmental Protection Agency and Congress’s apparent inability to avoid a federal default. TIME’s Michael Grunwald writes that the standards represent “a big victory in the fight to reduce our foreign oil addiction, our carbon emissions, and our gasoline costs.” The success in writing such an ambitious law — that cars must go 55 miles per gallon by 2025 – seems largely due to the fact that Detroit automakers are literally indebted to the Obama administration, not to mention efforts by California to up tailpipe emission standards.

California calls dibs on nation’s first hexavalent chromium limit

A framework for the nation’s first-ever limit on how much cancerous hexavalent chromium can be in drinking water was released yesterday by state environmental officials in California, according to the San Francisco Chronicle’s Wyatt Buchanan.

The California Environmental Protection Agency set a goal of .02 parts-per-billion, and will now work with state public health authorities to set a legally enforceable limit. (more…)

What’s wrong with Medicare? Here’s another Prime example

Remember the kwashiorkor plague striking Northern California — where the African childhood disease was spreading like wildfire, but only amongst seniors with Medicare getting treatment at hospitals affiliated with Prime Healthcare?

Well, according to Christina Jewett and Stephen K. Doig of California Watch, in a story published in today’s San Francisco Chronicle, in addition to a chronic case of upcoding, Prime Healthcare is also apparently hospitalizing patients who should be discharged, in an effort to maximize bills to Medicare and various H.M.O.’s. Los Angeles: a beacon of hope amid high-speed rail fog?

Headwinds  are building against California’s planned high-speed rail system, with congressional opponents attempting to kill funding, and new reports generating ever more negative rhetoric. That’s the  bottom line in Carolyn Lochhead’s piece in the San Francisco Chronicle.

Meanwhile, though significant cuts to transportation funding — both for road construction and maintenance as well as mass-transit are likely in the coming transportation bill, Los Angeles Mayor Antonio Villaraigosa has introduced an innovative financing scheme aimed at speeding up transit construction.  Villaraigosa’s initiativemay become a nationwide program, according to Rick Orlov of the Torrance Daily Breeze.

California’s high-speed train project losing steam

Not even a bullet train can outrun a legal avalanche. The chances that California sees a high-speed rail system anytime in the 21st century is dwindling as an abundant crop of legal challenges pop up all along the proposed route.

Various entities are suing over where the train will or won’t go, while others are challenging projections and computer models used as the basis of winning voter approval for the sale of construction bonds. Meanwhile, one of the authority’s key board members has quit as the likelihood of further federal funding grows ever more remote. (more…)

Army Corps v. California trees

Six years and thousands of miles away from the poorly designed flood walls and levees whose post-Katrina failure inundated New Orleans, environmental groups in California have filed a federal lawsuit to prevent what they contend is an unproven, costly and potentially damaging flood protection strategy ordered by US Army Corps of Engineers.

The Corps, under scrutiny after a natural disaster became a man-made catastrophe, decreed in 2007 that local levee districts would in the future lose guarantees of federal aid and loans unless all trees and shrubs were removed from levees under its nominal jurisdiction around the nation. (more…)

Planners promoting California’s high speed rail system are apparently on the hunt for some serious cost savings.

Two recent stories about the ambitious plan to link Los Angeles with San Francisco via 220-mile per hour trains suggest the project may be facing serious financial questions — just as the naysayers have crowed all along. (more…)
